The idea behind our entry, titled ‘Tasakaal’, was to create a functional and friendly building (with an accompanying plaza and market pavilion) befitting the central square in Kärdla. Our aim was to produce a harmonious and cohesive whole whose features would form, both visually and physically, a natural part of public space.
The keywords for the proposal were friendliness and familiarity paired with suitably grand design, whose aesthetics were inspired by the natural environment on the island of Hiiumaa.
Visitors who come to the building on official business are greeted by clear functionality, accessibility, openness and references to handicraft patterns, wooden items, the sea and long and winding shorelines.
The focus is on seamless service provided by a number of institutions at the same time, enabled by a space and atmosphere which is emotionally open, filled with light and made from high-quality natural materials. Both floors are rectangular in shape, optimising structural rationality and construction costs. The building’s distinctive sloping roof forms an iconic silhouette in Kärdla’s cityscape.
