This county government building was constructed in 1972 on a site which had been home to Uus-Pärnu Castle in the 14th century.
It is located at Akadeemia 2 in Pärnu. It is directly connected to the three-storey buildings at Lõuna 2 and Kuninga 3. The complex which was to be reconstructed covers five floors. The basement is approx. 2 metres below ground level. The building sits along a north-south axis on the site. The main entrance is on the northern side. The complex comprises two parts.
The county government building was transformed into a state building in the course of the reconstruction. Its layout was also amended, its technical networks modernised and its interior climate enhanced with the aim of securing a higher energy efficiency rating for the building. The complex is located in a heritage protection area.
